IMO adopts range of short-term GHG measures
The IMO has adopted a series of guidelines to support implementation of regulations aimed at ensuring international shipping meets the 2030 carbon intensity reduction target set out in the IMO’s Initial GHG Strategy.
Regulations enter into force on 1 November 2022, introducing the Energy Efficiency Existing Ship Index (EEXI); the annual operational carbon intensity indicator (CII) rating and an enhanced Ship Energy Efficiency Management Plan (SEEMP). EEXI and CII certification requirements take effect on 1 January 2023.
Since their adoption of by the Marine Environment Protection Committee (MEPC) in November 2020, work has been underway on developing a set of guidelines setting out how these regulations will work in practice.
MEPC adopted these guidelines at its 78th session (6-10 June).
In addition to the guidelines, MEPC 78 also approved draft amendments to appendix IX of MARPOL Annex VI on the reporting of EEXI and CII values to the IMO Data Collection System (DCS). The Committee also agreed to include a new workstream on further revision of the IMO DCS in the agenda of the next intersessional working group on greenhouse gases (ISWG-GHG 13).
The following guidelines were adopted at MEPC 78:
- Guidelines on Operational Carbon Intensity Indicators and the Calculation Methods (CII Guidelines, G1)
- Guidelines on the Reference Lines for use with Operational Carbon Intensity Indicators (CII Reference Lines Guidelines, G2)
- Guidelines on the Operational Carbon Intensity Rating of Ships (CII Rating Guidelines, G4)
- Interim Guidelines on Correction Factors and Voyage Adjustments for CII Calculations (CII Guidelines, G5)
- Guidelines on the method of calculation of the attained Energy Efficiency Existing Ship Index (EEXI)
- Guidelines on survey and certification of the attained Energy Efficiency Existing Ship Index (EEXI)
- Guidelines on the method of calculation of the attained Energy Efficiency Existing Ship Index (EEXI)
- Guidelines for Administration verification of ship fuel oil consumption data and operational carbon intensity
- Guidelines for the development and management of the IMO Ship Fuel Oil Consumption Database
- Guidelines for the development of a Ship Energy Efficiency Management Plan (SEEMP)
- Guidelines for the verification and company audits by the Administration of part III of the Ship Energy Efficiency Management Plan (SEEMP)
